IL-Empower Student Learning System

IL-EMPOWER is a statewide system of differentiated supports and accountability to improve student learning. It is purposely designed for capacity development to leverage schools’ strengths to meet student needs. The system empowers schools with greater choice and voice in the school improvement process.

It is required for identified schools, designated as “Lowest Performing” and “Under Performing” to receive comprehensive services. Other school may engage in the process if they wish to participate. Schools that receive services are required to complete the Illinois Quality Framework Needs Assessment, which uses multiple data sources to assess the school. The findings from the comprehensive needs assessment guide the identification of priority areas to address in collaboration with external Professional Learning Partner(s). The Regional Office of Education is an approved learning provider and currently partners with multiple schools in the region.
